Sai's leg potency might truly be underrated, I think when he coats it in Haki it might be above post-exo update Sanji.

He will be a leader for Kano, which means he must have Conqueror's Haki potential.

Don krieg is underrated character. One of few character act pirate and my favorite pirate other than Blackbeard.
He is starving wounded guy , yet have gut to face mihawk instead of fear .
He fight fully fed luffy.
He would do good job conquering grand line if he has not face mihawk which it is his bad luck.
imagine fully fed don krieg . He would give alrong high difficulty fight.

Sai is not like that, he takes opportunities and we see how happy Baby 5 is with him, also the future leader of the Kano country.

On paper Jozu is probably the strongest commander after all the YC1, keep his diamond form always on and he can't lose to a non top tier.
