Doffy's big problem was his cockiness and lack of strive for power.

I think he kind of gave up on the idea of becoming the Strongest. There is very good chance that he fought Kaido and Kaido broke his spirit, or that he understood the secret of the world and that broke his spirit.

So, he took a shortcut and decided to gain eternal life. Not to mention do everything possible to make the entire world suffer so that nobody is happy but him and his family.
