I always thought Tama can control smile users because their animal half has a will of its own (like Holdem and Babanuki), but full Zoans fully control their animal side so they won't get tamed.

But I agree that people with King's haki or really strong haki in general like Kaido shouldn't get tamed even if her ability works on true zoans.

One piece is not like H x H where once an ability's condition has been activated, it's set in stone. We have Haki bullshit stopping law from freely using his fruit. I'm very sure there are limits to her fruit. Normal animals are nowhere near as intelligent as mythology dragons. Many dragons surpass humans in wisdom/intelligence and some even have a level of omniscience. It really depends on what Oda wants to roll with.
