Who said he should have it in this act 3?
The arc isn't over yet. Zoro might open the scar in act 4 on distracted Dragon kaido.
I don't think oda will make kaido go to dragon form again soon on the rooftop.
It's gonna be repetitive for kaido to downplay alliance and ho into dragon form to play around.
He's already serious after being punched by luffy.. he has to take them seriously

It's still different, it was the first time Luffy met Kaido + It wasn't the time to face him, everyone knew Luffy was going to lose. Here, it's been maybe 10 chapters that we wait for Luffy and the others to reach the roof, there is a real construction compared to Luffy vs Kaido which comes at random
