Hawkins is far from underrated, Capone Gang Bege has been more impressive than him and is always counted among the weakest.

lol :D Hawkins is really weak , Zoro killed him twice, it two slashes man. he has for sure a hax DF but he even is unable to dodge attacks , even if he can store 100 life in his body with that kind of haki he will be killed easily . Luffy gattling would be the overkill for him :D

You are over rating Hawkins. He is tricky to deal with, but strengthwise, has shown nothing impressive than even Pageone. Even if we say his original Strawman form is stronger, which is he yet to show, Hardly could be stronger than Urouge who defeated Snack n thn fought Cracker, before escaping.

While Drake got big hype last chapter, being leader of Sword. Yet to fight in his hybrid form. He could be above one tier.
Apoo unknown but if he fights Kidd, i would say he's stronger.
