As much as I hate WCI, there was clear set-ups for why Sanji wasn't supposed to fight. Firstly, it mirrors the Baratie arc....where Sanji never defeated anyone, and was instead saved by his kindness at the end.
First of all, unlike WCI arc Sanji had one of his most bad ass fights in Baratie arc against Gin; second, even though Sanji lost to Gin physically he still won the battle mentally, he won Gin's heart through his kindness. Luffy lost to Katakuri physically too, Luffy didn't defeat Katakuri no matter how hard he tried, but at the end of the day Luffy and Katakuri had their bro moment just like Sanji and Gin had theirs in Baratie.
Sanji didn't get even that–even that!? Let's say *hypothetically* Oda gave Sanji the fight against Cracker and despite all of his efforts he still lost to Cracker physically, but won the fight mentally, mirroring <<Luffy vs Katakuri>> fight with Sanji ultimately getting a haki upgrade instead of the raid suit. Wouldn't that be great?
Secondly....Oda wanted to show that emotions/kindness trumps strength and having no emotions......thus Sanji being the only son to have saved Judge.
And he miserably failed to do that. The scenario that I described is doing exactly what you said, it shows that Sanji can win with his hart which never happened in WCI. On top of that, Sanji never proved his father wrong about his emotions or him being a failure, as matter of fact he proved Judge absolutely right by accepting the raid suit.
He showed plenty of cooking feats. With being able to recreate the entire cake...by smell. To making the sim sim whip that makes people faint.
Not really, Sanji was an excellent cook even before post-timskip or WCI arc. Sanji didn't learn anything new in WCI nor did he show the unique recipes of okama which could have truly highlighted his cooking abilities.
Overall the arc was a miss for Sanji in terms of fighting. But Oda's intention probably wasn't to make Sanji look bad. Like I said...he better make up for it this arc.
Oda's only intention in WCI was to make/show Sanji weak so that it would justify why he needs Germa's technology as a power up. He also made sure to mentally break Sanji, to show him that his father was right all along and Sanji is, indeed a failure. The moment Sanji accepts the raid suit is the exact moment when Sanji will accept himself as a true failure.
