Its because of Sanjis return , Oda does not use Sanji until the arc is near its climax, thats a one piece fact.If Sanji and Zoro are making moves right now, this arc is almost over.

I think many people use enies lobby as a reference when looking at this arc, Whenever Sanji returned into the plot after the khalifa situation There was a little less than 20 chapters left in the arc. About 18 chapters. Where do we see the plot going 18 chapters from now?
