Its about how Oda potrays them, Zoro without Luffy was just another dude with great ambition etc. But the his whole character development throughout the series is centered around Luffy and that's not a bad thing. Luffy is the mc.

Meanwhile although Law does have a good backstory and we can understand the motivation behind his actions. His most interesting moments are when he is with Luffy.
