Eh, One piece is Oda's story to right and Luffy is the main character. There is not a single arc till now which doesn't have Luffy, Marineford, then WCI, Amazon Lily. Oda has always given Luffy shine and Readers had eaten it up. That is not to say Zoro is not important, Zoro according to me is 2nd most important character in the manga, he is both part of monster trio and Romance dawn trio, and have great parallels with Luffy.

It's an Arc where we see Aokiji, Kizaru, Sengoku, Garp, Smoker, Koby, Whitebeard, Mihawk, Hancock, Doflamingo, Kuma, Moria, Ace, Crocodile, Buggy, Blackbeard, Shanks ... etc & the new Characters were also very interesting such as Akainu, Jinbe & Ivankov.
Each of these Characters can have their own Arcs & they can appear multiple times & they are important on their own

Please don't compare it to Wano Raid, where most Characters are Newly Introduced & only exist for the sake of this Arc & nothing more.
Only returning Characters are Supernova & Big Mom
