Luffy's growth will always be higher, thats why Oda gave Luffy so much fights against Commander Level characters, and some of them pretty tough where he needed help

He could have used that attack if the spoilers are true to Kill Oven and get rid of him as a threat

Thats because it wasn't his role defeating Vergo and Doflamingo for example, thats why Oda nerfs Sanji and puts him on situations where he will get hurt or countered somehow, Vergo ran away, Doflamingo stopped Sanji with Parasite and Law stepped up and teleported Doflamingo. These clashes barely lasted one chapter, surprisingly these opponents were much stronger than Zoro's

Vergo is obviously much stronger than Monet for what it was shown in PH, Doflamingo is atleast a YC3, Pica is a less threatning foe than than Vergo.
The first time Sanji actually showed something was at WCI, he shows more AP than Katakuri and Cracker while free hitting base Luffy, CoO that countered Katakuri's and pretty decent speed and durability feats

Monet and Pica both got negged by Zoro, How did you powerscale Vergo and Doflamingo with DR Zoro lol, Asura would prob end Doflamingo hence why Oda didnt make him clash with Zoro
