Seems a bit contradictory given Deldolo Iedolo says his father was murdered after handing him over in chapter 207. There's theories floating around that the government is trying to hide his death. After all it's fishy as fuck that he suddenly "retired on a deserted island with his wife" when the guy was an incredibly active in the black market industry. Though nothing confirmed so i'll give you this one.
Uh, i'm pretty sure that's the pseudo-Super Zone, not even the full SZ, let alone the Ultra. Still not enough evidence he has it.

This also the reason why I think Kid will be close to luffy the whole time. Sure, he will be missing the prophecy at the end of story, but till then, in his own way, he will stick pretty close in the achievements. Just because Oda wants to show the parallel version of Luffy, kinda Luffys alternative story.
