I mean the design should not be overly pretty like Hancock but you know a cute one won't hurt with her vile personality

Actually, this is a good topic. How many times has Oda created a cute girl as a villain and she stayed that way?

Maybe Kalifa, Miss Valentine, Miss Double Finger, Maybe Alvida post devil fruit counts. These are off the top of my head.

I dont' really count Big Mom's daughters as villains. Who else am I forgetting.

Every villain/antagonist in the story fits the themes of their respective arc. It's kind of hard to rank them. It's actually impossible for me to rank anything in One Piece because I view the whole thing as big puzzle with equally important yet different parts.
