Before time skip , we read just SH, after we entered big world . To write small group is easier than creating big picture . Some arcs was really bad. But story has always been good. Also , till 2010 , social media effect was very limited. Right now, authors has to manage this side as well. There are lots of variables. But massive is very ruthless.
Well they were close to the extent we've seen in the manga with the Doriki, but Jabra used to be close with Lucci as well before and above Kaku. Guess it applies more to characters that are meant to have this relationship and constantly be not far apart, since their heights aren't going to change either
