"Fresh". She isn't 100% either but I agree Kaido is more weakened. However his attack power didn't get weaker. Characters petform their strongest attacks even at their weakest, that's what Luffy and Kaido will do, that's what Kid and Law will do, Big Mom too, and a testament to that is his sky splitting clash and attacks not connecting compared to the WB and Roger clash.

So his attack power wont get weaker for whatever purpose (plot if anything)
