I would argue. I think Fuji takes the top spot. Garp never pretended to be a world savior, he hates his hype and etc.

I say this because you can't say Garp is a good guy but he doesn't care about slaves. Where he never expresses any interest in anything aside from chasing pirates and his family.

Fujitora on the other hand pretends to be a guy with world-saving views.
