Exactly. Sanji's fire is something he actively controls. He can increase it with his training and haki. Saint Shanks just has a fire sword as far as i know. I don't even know where this info came from. But, Saint Shanks still has to fight with his haki and physical prowess.

We haven't seen Saint Shanks fight at all. And we haven't seen him use fire on his swords in the manga either. So until then, it's all baseless speculation.
