I think he's just trying to make Kaido's forces look more formidable, since you know, they're up against one of the strongest crews in the world and are at a number disadvantage.
Though I think Oda did a terrible job establishing the SMILE users because earlier in the arc he's been treating them like a joke, and of course the existence of Tama doesn't help, and the result is that most readers don't take them seriously.

Chapter 988: We Are The Beasts!
Is showed the Minks transforming into Su Long Form. The Minks and Red Scabbards jump into Kaido together,but suddenly a equally big group of figures appears of nowhere and throw all them back with attacks.
One reveals be Page One. Is showed a flashback of moments before: Page One arrived at the hall and went into Jack,who telled him the situation. The two so contact with their Den Den Mushis a big part of Beasts Pirates,The Numbers and brand new introduced subdivision called The Pips Army(Pips),ordering them to reunite at the hall because Kaido need them. With all them quickly arrived and ready,Page One scream at Ulti down there.
Ulti talks with Linlin:
"Hey grandma,you're the captain of our new allies,right? I need fight along Kaido-sama right now. Can you handle those two alone?"
Linlin"You don't even need to ask,young lady."
Linlin go take care of Luffy and Yamato and Beasts Pirates go to the top of giant skull using Geppo.
The Pips Army are numerous characters fitting Beasts Pirates's theme of warriors,wild beasts and mighty rogues,extremely similar to Linlin's crewmates related to her by blood or not. They have three leaders:
A piranha fishman.
A enormous and extremely strong man with a orange lion-like mane.
A young man with a typical big city boy look: With T shirt and jacket on,long pants and sneakers. His hair and facial features denounces his rat theme.
All The Numbers are introduced. Page One asks Kaido what kind of pirate captain start a battle without his precious mates,and Kaido replies saying he knew they would show up and join.
The Beasts Pirates have a typical talk before the action start. The chapter ends with a double page of Kaido and his crew,with Kaido's crewmates saying "We are The Beasts Pirates! Noone nor nothing pick fights against master Kaido without pick figth with all of us together!".

That's irrelevent, but lets play the game.... IDK how many, and yes he does have more panels than Sanji with Kiku, we all see exactly what you are implying in your picture that you're showing, you dont have to be Detective Conan to figure that out, Sanji is the only one to fall in love with Kiku so it's really you trolling your own favorite character with your logic
