The 5 Gorosei are behind Sabo, the big silhouette is coming from the throne, left page in the middle, 5 silhouettes and the big eyes in the back.
Another possiblity is that the big shadow is from a real western dragon unlike the PH ones.

Yeah if you see him running away with cobra there's a big shadow with eyes that's him though that doesn't change the fact that he has the Devil god DF

Why would oda make imu look like the gorosei. That is obviously a gorosei protecting imu.
