I'd say we suspend the judgement for now and see where Oda is going with it.
I myself don't have big expectations, but it's foolish to judge a concept when it hasn't even been fleshed out yet.

I think Oda has had IMU and Pranks in his pocket for a long time, but delayed their introduction.
Garling, on the other hand, could be a more recent addition.

But the sketching and creating the character of IMu herself is probably recent


As IMu was introduced only in 900's which is pretty late.

I can tolerate a bad sibling as it could give some interesting nature versus nurture type stuff but the design being a 1:1 from Shanks down to the beard and voice (according to the anime) just so Oda could do his epic twist... let's say it feels extremely cheap as things are.
But hey mayybe Oda will give an explanation on why Pranks chose to have the same look as his pirate brother, I hope so.
