My problem is that when luffy does not care about it it becomes redundant. It is like reading a story that happens inspite of the mc which is not good.

You seem to be hyperfocusing on these extremely small and irrelevant moments instead of the bigger picture. Luffy's saved various kingdoms and tens of thousands of people from the rule of violent, tyrannical dictators. But yeah I guess he lost a few battles and ran away from a fight so he isn't a hero anymore...? I don't get this logic at all.

And you're comparing him to the WG, who has been responsible for the genocide of various societies and races.

No because we care/interested about luffy own dreams and adventures by them selves but everything else around luffy we also interested them also because of the mystery and story telling of the wider world, I dont need explain that much why your wrong because why would millions of people love the world building if none of that matters because luffy doesnt care about most of it, luffy can effect the world without him caring for most of it and the world can move around luffy without him caring and it can still work.

Luffy would be dead if he didn't grab brulee and luffy went back to fight katakuri again this isn't blackmail.
