What You can do without your devilfruit is skill ,You can apply that skill to a devilfruit yes. But their Devilfruits are completely unique to the user it's not something other people can train and they dont always work.... I'll explain ......
Rankyaku is something accessible to everyone you dont have to eat a particular devil fruit to get it, and physical strength is something that can be trained/developed. To be a giraffe you have to eat that devil fruit...........to use gravity you have to eat Fujitoras fruit................ to use Room you have to eat Laws fruit................These aren't skills.
But DEVIL FRUITS DONT MATTER TO THE STRONGEST.......................
This is Why The story states Only The Strongest Haki Users can TRANSCEND ALL Abilities. Garp Vs Kuzan became hand to hand fight because Kuzans Ice was transcended by Garps Haki. So you see these devil fruit abilities aren't skill because they can quickly be neutralized the REAK SKILL is who you are without your devil fruit.

Who said this is a parameter that matters? That there’s a requirement of “fairness of opportunity”?
I mean but that logic then Mihawk have Yoru is also “unfair” since it’s a one of a kind sword. A character having a unique thing no one else can replicate is now a disqualifier?
No one else in the OP verse has anything similar to Ashura. Kaido who was at god valley and saw Roger and Garp and Xebec and Garling and whichever Gorosei fighting WAS SHOCKED when he saw Ashura. No one in the verse, not even Mihawk and there’s no mention of Ryuma having a Spirit form. Imu doesn’t have anything like it either. So? What? Is this cheating that Zoro is one of One in regard to summoning his own soul to cut people?
Okay then why not have strong haki and DF abilities. That was Joyboy’s deal. That’s Imu’s deal. The top two of the entire OP verse have both.
are you saying that for some reason this shouldn’t be true of swordsmen too? That there’s some vague notion of “cheating” when a swordsman uses a df? Simply because it’s DF abilities can’t be replicated universally… Even though theres very many abilities that characters have that can’t be replicated either
