What the hell happened to Basil Hawkins? Did Oda forget about him? We’ve been in Onigashima for quite a bit of chapters, and Hawkins hasn’t even made a cameo. Plus he never informed Kaido about Law escaping even though he was still siding with Kaido at that time. What happened to this guy? Did Law kill him? Was he locked up by Law and never discovered by any Beast Pirates? Is he at the festival but Oda just doesn’t care enough to give him a cameo? Did he join Law’s side offscreen even though he implied the last time we saw him that he thinks the alliance has no chance, and he’s serving as a spy in Onigashima or something like that?

Hawkins is just waiting until the time is right to make his move. I believe he will join the alliance and fight against Kaido in the final big war in Onigashima. He is not dead, Oda wouldn't kill off a supernova like that.
No one forgot about Hawkins. This man is incredibly important, since he is not only very intelligent, but he has a card that can make someone surpass his limits. He will use it on Luffy to boost his strength significantly.

He's dead, there's no point in keep the weaker supernovas in the pictures as we get close to the EOS.
Have been said many times that only the strong survive in the NW, Hawkins was afraid of the Yonko and bow to one of them, he's not in the same lvl of Luffy, Kid or Law who aim the top, he's just a minion.
