They are afraid that Luffy will beat Kaidou, becoming even more of a threat to the world government than he already is.
So they want the Cp0 guy to kill Luffy in case Luffy wins.
They didn't say anything about Luffy's devil fruit.

At first I expected Zunisha to be the guy to likely have awakened but on a same thought the odds were not that good originally cause it would implicate he had a DF to exploit in the first place.

They didn't say anything about Luffy's devil fruit. They were talking about a devil fruit, without specifying which one they were referring to.

And there's no indication that that conversation had any connection with the conversation with the CP0 man in this chapter.

They mentioned absolutely nothing about any fruit or awakening, and it gave a lot more the impression that because Big Mom lost, they are feeling threatened by the possibility that Luffy will defeat Kaidou as well. The reason why it will be a problem for the Gorousei if Kaidou loses is a mystery. And I can only guess that it may seem like a problem for the balance of power in the world, or something like that.

It was several years ago when I preemptively assumed Gomu was the strongest Paramecia due its gear potential
