No he isn't. There is no one who has Luffy's attack power right now once he uses advanced CoA.
He is literally the Garp of this era, about to beat the new leader of the Rox.
After Wano, only Blackbeard with a new DF will be above him.

My love for Luffy won't make me blind to think that he will solo Kaido. Yonkos despite trash competence they are top tiers. Luffy is still growing bud. At best he will have 1 vs 1 in the final round after many nerfs by many other players like Kid, Law, Zoro, Marco, Killer, Sanji etc.
On contrary to the popular thought, if Oda goes ahead with "1 vs 1" like Luffy and Lucci, I will laugh my ass off at the fandom who will be salty for a long time. I will accept this as long as Oda make this fight like Luffy vs Lucci. Despite being equal, it was not easy for Luffy to overcome Lucci. So if Oda goes for 1 vs 1, then I am expecting similar level and that way people will be less salty and enjoy it.
Either way I am okay with it.

But if I'm being honest, I thought of it after the udon training but Oda has been portraying luffy as if he was a random fodder since then. So if he keeps going that road I think he'll need the 5000 men vs kaido alone.
I still think the alliance will win in onigashima but they are having so much trouble just to get past a few gifters and pleasures, it's getting annoying. One CoC blast from luffy or kidd, one slash from zoro and more than half of them should be dealt with.

I especially agree with the last paragraph. If only Oda is brave enough to clearly and consistently place the tiers and difference between the main players, he should. He should apply the hype secondary to those tiers. Making it all ambiguous just backfires since titles like WSC-WSM-WSS are hilariously debunked by hostage, pocket-diff Akainu, or postponement issues.
