i think zoro is more of a white beard than shanks, disrespectful actions shanks would usually laugh off, whitebeard would not tolerate he will set an example of superiority by force he has such pride.
ace was attacking whitebeard without saying anything, nut those attacks stopped when they had a talk.
also the reason why sanks, luffy and zoro didn't stright away punish the bandit and bellamy is because the later started giving voice to stupid and wrong ideals.
so shanks, luffy and zoro wanted to punish them by proving them wrong, zoro have said it afterward: "a fight that would only live pity, is too painful to bother".
had shanks, luffy and zoro reacted with violence and beat up those guys, they won't only be punishing them once but twice, beaten to a pulp, and proven wrong at the same time.
great men don't believe in excessive violence, it's the reason why mihawk started the fight with zoro only using a pocket knife, you can even see zoro's reaction to the disparity of strength.
there's a great scene in the anime that shows how crushed bellamy looked after he heard the golden bell and saw luffy's shadow.

I think at some level you can make a case for almost every top tier when they held back their power for moral reasons
even someone like Akainu who show absolutely no mercy of random fodders showed mercy to Kuzan by not killing him

but the more you hold back your power in face of weakling
the stronger you are ...
or
it means you have a better understanding of what power is
so you can make a case for everyone in this matter

but I think someone like Shanks , Roger and Luffy are pinnacle of this understanding
they take almost everything
but if you make them fight you ... you will see hell itself

Roger was like a child in normal terms but he would utterly slaughter armies if they would give his crew a bad look


for me this logic and understanding is the most important factor to judge a man's power ...
cause this level of understanding about power is inhuman

I think at some level you can make a case for almost every top tier when they held back their power for moral reasons
even someone like Akainu who show absolutely no mercy of random fodders showed mercy to Kuzan by not killing him

but the more you hold back your power in face of weakling

akainu sees pirates and outlaws as pests that needs to be exterminated, so he won't be showing mercy to any outlaw no matter how weak he is.
and akainu and aokiji fought for the seat of fleet admiral which is basically the end goal for any marine, it's true that their beliefs differ, and they disagree on their definition of justice, but in the same recognize the power behind those beliefs, otherwise they would never made it as high as they did, and when the winner was decided there was no need to go any further than that.
akainu only killed a marine that valued his life over his duty, that marine didn't challenge akainu's justice, he was just scared.

showing restraint in the face of weakness is badass n all, but it's not always good, there must be limits to how much you're ready to overclock.
in example: what'll happen if the bandit or bellamy got carried away and decided to kill shanks and luffy/zoro.
shanks allowed what the bandit did because he only spilled sake on him, he said he'll allow throwing food on him, even spitting on him, but i don't believe he would tolerate people actively trying to assault him or kill him, no one would.

also luffy was ready to fight bellamy until bellamy started talking about his ideals and challenging luffy's beliefs, luffy knowing that he'll survive that ordeal decided not to fight, and instead prove to bellamy how wrong he is.

blackbeard himself the one that talked about winning a fight without actually fighting, destroyed bellamy's VC when he called him a fatass, not because he was offended but only out of annoyance.
it's why luffy uses haki against fodder.

i can't tell about roger for sure, but he wasn't childish garp said that his action is honest and straight forward as a child, he kills people just for speaking ill of his crew, he was short tempered.
