Lucci is one of the strongest WG fighters, with him being above most of the VAs by feats and portrayal.

He is rivals with Luffy and Zoro, both of whom are conquerors.

He leads CP0.

And to top it all off, he has a garbage DF. A regular zoan, weaker than the powers of the tobi roppo. The only reason he is strong is because of his talent with martial arts and haki.

All of this imo makes Lucci a prime candidate for CoC.

If Lucci reveals ACOC then Zoro is 100% dead meat. Even Jinbei won't be able to save him from that. So imo, for the sake of Zoro. Lucci will not have conquerors.

His fruit aint bad. Remember that Zoans get physical stronger each time if they train, there might not be a limit until he reaches his full potential.

But just as a brawler which Garp also is, he doesn't need CoC to be a top tier imo.

I don't see why Zoro can have it, but Lucci can't.

Lucci is basically the world government version of Zoro. He trained all his life to be the perfect killing machine for the CDs. Everything he has attained has come from his own hard work, just like Zoro.
