There's very little chance that Oda will pass an opportunity to showcase an iconic creature from the norse mythology in the form of the devil fruit.

Surtr is far too vague and not that well known in the wider public to be Loki's devil fruit.

I'd disagree on Surtur being obscure/less well known.

He appeared rather prominently in at least one popular Marvel movie as well as the second God of War game; I'd imagine he'd be popular compared to other Norse entities if only due to pop culture osmosis.

Aside from that, Fenrir does seem very plausible.

It's not just wolves that appeared many times, serpent and fire related power are also being used too frequently as well.

The thing is Oda keep showing us all these same similar type of animals/creatures like Road's pets, Loki's animal friends, and now the children's nightmare, all these could be a distraction to something too obvious or there is a chance Loki's power involves all these creatures.
