Last two is absolutely unknown elements for us. We can't even guess.
Above two, Only Saul / Aokiji /Akainu meets the criteria.
All three of them are or were marines.
- Akainu and Saul has Cold burns on their faces.
- Aokiji has scars from Akainu.
But funny part js Kidd knew where this individual was or is. , and he straight went to Elbaph.
So saul is most likely the one with final ponelglyph.

What a lot of people don’t take into account is that the idea that he was part of the government is only a theoretical assumption by Shiryu.
It’s possible that this was introduced to lay out all the false possibilities the characters are theorizing about, it could be a red herring.
In the same way that Aokiji was present during the conversation so he could be ruled out as a possibility

For me, Saul is the same as Gaban, is he on a black ship at sea? No, I don’t think it’s him.
If the man with the burn scar was introduced as being on a black ship with whirlpools swallowing other ships at sea, it’s so Luffy’s crew crosses paths with him and gets swallowed by one of the whirlpools. That seems obvious.
So, all the characters present on Elbaf are ruled out.
