Whats makes you think Kuzan would do anything right. He's lazy and irresponsible. He has no motivation whatsoever aside from his grudge on Akainu. According to Jinbe the marines now are stronger than ever, Law even mentioned that the marines are preparing for something and that's why they haven't made their move yet.
