With the way the organization is structured, I don't think they can function as a proper antagonist group. They'll be supplementary to the Blackbeard Pirates at best (Luffy VS Akainu and then Blackbeard).

I feel like Burgess probably ate Jozu's devil fruit and will keep becoming stronger. Meanwhile he was such a massive tank already even Sabo was struggling to hurt him substantially.

The next arc could involve a Sabo rescue arc. This time Luffy has to succeed in rescuing a brother against the institution that took the other one plus he will have his crew on his back to make it possible.
