According to Kidd this man is link to the onepiece, im guessing that this man was probably a decendants of an extinct race, maybe a lunarian, or part of Roger’s crew which is probably Gaban or he has a very dangerous devil fruit!
This man’s devil fruit could probably see what their hidding, just by looking at them or just by looking at their bounties.. A similar type of devil fruit to Violet or Pudding’s race of people with third eye but more powerful.
This is probably the reason why the WG keeps trying to hide Franky’s face on their bounties because he is the only one so far who can create the ancient weapon
