i am sort of conflicted here as i kind of think that they somewhat have a point about the sheer force of shanks sword swing go through the railgun.

1.kyoshiro paper ,and the branch zoro tried to cut flows with the blade when the blade connects pushing the object gets pushed away (there will not to cut)

2.zoro then shows the will to cut right after (will to cut the stone) and it is sliced cleanly

3. what happens if the will of the swordsman says do not cut and then they launch a attack? The object it comes in contact with is sturdy instead of it flowing like the paper or leaf, it being more like the rock zoro cut? The haki wave should in theory smash through it in a crude cut type fashion which is what we see with shanks vs the railgun or maybe even if zoro will was not to cut the rock it may of been smashed in a cutting line. Idk needs more examples i guess.
There are many factors in the swings that needs to be looked into.

- Mihawk sending a slash wave to Luffy only to be countered by Mr1. Then Mihawk Casually cuts him afterwards.
- Mihawk sending a slash wave to WB only to be countered by Jozu. With no follow up from Mihawk.

Comparing these 2 instances we can summarize that - The Force - Strength - Will of the attack is needed for each attempt.

And Oda made a great job showing us exactly that thru Zoro's attack naming schemes :-
108 Pound - 360 Pound - 1080 Pound. Each of these are "Air Bars" Flying Slashes attacks and just by the names we can guess how much force and Strength needed to get the job done. So if their target is Mr1 then anything weaker than Mr1 on the way should be cut.

- Zoro sending an attack directed to Hody Jones but it cut his underling that Hody used as a shield. The Intention was Hody but a weaker one was hurt on the way.
- Zoro sending an attack to stop Pica's Golem from hurting Bart/Robin/Rebecca but Pica was hurt along the way. The Intention was the Golem but a weaker body of Pica was hurt too

Shanks may have only targeted the railgun as his primary focus with the intention of knocking Kid out too but the attack still hurt Kid so much it made bleed and lose consciousness. Because the force and the strength of the attack is far beyond Kid and Killer.

Is it really possible that there is a Swordman Strong and Skilled enough to be able to Send a Strong Force of attack without hurting anyone along the way regardless of who their target is?

i have never really looked at the mihawk vs mr1 and wb as a force/strength thing but simply a will thing ,at the moment of swinging his blade his intention were to cut wb/luffy but were intercepted by a more durable force, and with mr 1 the fact that it was so casual and he did not have to send something like he did vs wb sort of backs this up.

with your phoenix example wouldn't the slash stop at the first target it hits not everything on the way? I think that's sort of the thing with swordsmanship in op, the desire of the swordsman can't be changed mid swing it more so before the swing happens that hit has to connect with the intended target . Otherwise it can be stopped by a more durable force jozu/mr 1, or just stopped by fodder.

This i have no clue to lol i have always thought that if someone like zoro needed to swing his swordand say for instance luffy was in the way he could make his sword not cut luffy but the inteneded target but if its launching a strong force of attack then i dont think so luffy would be hit by it.

Will give you a quick example and you will know.

Kaido and Kiku. The slash was so strong it cut thru Kiku and kept going. And these Slashes aren't something to joke about the scabbards and even Luffy Law Kid and Killer dodged them except Zoro who deflected it.

So who was Kaido aiming those for? what was his intention here? he isn't a swordman.

Funny thing is this actually happened in Sabody. Zoro sent an attack to cut the top of the water tank where Caimy was in. He warned both Luffy and Sanji to Duck.
