Okay, people are going to think I'm crazy for this one.
But, I started to wonder if the number of windows on The Mural from chapter 1138 could actually contain a secret message, somehow.
...No, I'm not obsessed, YOU'RE obsessed!
Anyway, if you're aware, Oda is actually a fan of Goroawase wordplay. Goroawase is reading numbers in a way that they basically "spell out" a word or message. Sometimes he hides secret "puns" in chapters with special numbers. Or something related to the chapter with the right numbers.

So, I got to thinking...those windows in the Mural are weird. I wonder if Oda actually hid a message based on the number of windows in this City, somehow.
Now, I don't know Japanese. But, there is a Goroawase calculator online...which is also in Japanese. But, I also have good ol' Google Translate! So, using both of those, I decided to test out a few possibilities.
https://seoi.net/goro/
(A fair warning with this calculator. It tends to give you..."dirty" results. A lot of the things it comes up with are either nonsense jibberish or really crude and rude "jokes" which are not safe for work. Just be warned, it WILL come up with some dirty things based on the numbers you enter.)
The number of windows for each building are: 2, 6, 5, 9, 11, and 2.
There are 35 total windows....which gives us nothing!
Okay, let's try to use the number of windows in each building. Maybe if we "read" them up and down and right to left like with Japanese writing, it will give us something.
That gives us 6925112...which gives us nothing again!
So, finally, I tried to "read" these windows left to right and up and down, like you would "western" writing.
That would give us 2659112...and that...ACTUALLY gives us something!
According to the Goroawase calculator I used above, 2659112 can be "read" as:
「2659112」を語呂合わせにすると「震え声食い意地」です。
2659112
1位
ふ るえ ごえ く い い じ
震え声 食い意地
2 6 5 9 1 1 2
2位
ふ る いつ く ひとつ ひと つ
震い付く 一つ一つ
2 6 5 9 1 1 2
Which, according to Google Translate, translates to:
A pun on "2659112" is "a shaky-voiced, greedy eater."
2659112
1st place
trembling voice, greedy eating
2 6 5 9 1 1 2
2nd place
trembling, one by one
2 6 5 9 1 1 2
Which...I'll admit, isn't much. But, it's more relevant than I expected!
It actually kind of fits the scene of the "Serpent" coming out of the City. The Serpent DOES seem to be "eating" the city. And seeing a monster like that would make the inhabitants of that city "tremble" with fear. This...might actually be intentional!
Maybe this is just a REALLY crazy coincidence. Or maybe Oda did plan this message out, for those looking for it. I can't be sure. But, hey...I found something! And I wasn't really expecting to be able to find anything with my limited understanding of Japanese. I'm counting this as a win! It's better than "Remember to drink your Ovaltine".
