Yes, Oda made it clear and you don't understand it.

Swordsmanship = fighting style.
Sword skill = fighting strength.

More detail:

Swordsmanship is the skills and techniques used in combat and training with any type of sword. In One Piece there's no limitation to the skills and techniques one can use in battle with a sword. Any and everything is allowed.

Sword skill is your skill level when it comes to using different skill, ability, and technique and the power level to all of your skill, ability, and technique. IE: having the skills to coat your swords with overwhelming haki and possessing haki powerful enough to force a Gorosei to block a haki coated attack.

When the Scabbards failed to even reopen Kaido's old wound with their combination attack Kaido said it was because they lack Oden's sword skill. Since they were using the same swordsmanship and sword style as Oden that means Kaido was talking about their strength and power, not fighting style.

When the manga compares Mihawk sword skill to Shanks sword skill it is comparing a fighting strength, not that fighting style. Mihawk's bounty is based on his strength and power.
If your interpretation was correct Oda would have said that Mihawk is stronger instead of just pointing out a specific aspect that Mihawk is superior in.

Oda was being very brazen, especially considering he said that while showing that Mihawk has an inferior bounty despite hunting marines.

I've always explained to you what sword skill means using manga facts. You choosing to ignore that doesn't make you right.

Oda did tell us Mihawk was stronger but people chose to ignore. They are both swordsman. Oda telling us Mihawk is that WSS is Oda telling us Mihawk is stronger. If I'm the fastest man in the world I don't need somebody to say I'm fasting than you specifically when my title does that for me.

That's not the first time we were told Mihawk is stronger. In databook or VC it starts Shanks was once a swordsman as strong as Mihawk.

The only reason Shanks has a high bounty than Mihawk is because he has been an active pirate longer, the captain, has his own crew, and a Yonko. Remember, bounties are normally determine by multiple factors, not just strength alone. If Mihawk would have been the captain and a yonko he would have a higher bounty.

For me, the debate is not about swordsman. The debate is about relevancy to the plot.

Mihawk's whole existence is to give Zoro a goal.
He had no purpoae outside of that. But Oda came up with a solution (Cross Guild).

People, including me, will eventually come to like Mihawk if Oda showed more of him, have him fight against other swordsmen (even in form of flashbacks will work).

I don't particularly care about power levels and can say Mihawk > Shanks (giving benefit of the doubt). But I need to see Mihawk fight against a top tier on panel, which is fair to ask after two decades.
