This is a sort of fanfic-y idea I had for the next major arc after wano. I call it Pirates' reverie.
Basically, Marshall D Teach, being this generation's equivalent of Rocks D Xebec, will invite powerful pirates and outlaws from across the world to meet up on Hachinosu, as Rocks once did, in order to form a grand pirate alliance. If Kaido and Big Mom's alliance was Rocks 2.0, let's call this Rocks 3.0. Basically, this would be a reverie for pirates.
All of the yonko would be invited, however Shanks will choose not to personally attend but rather send Beckman as his representative. Buggy and cross guild would attend, as would our very own Monkey D Luffy. These 4: Luffy, Buggy, Teach, and Beckman; will be the major players of the pirates' reverie. However, they won't be the only people invited.
The supernova captains would, of course, get invites. Among the supernova, I think Oda will choose to exclude Kid and Law from this arc, as they were major players in the previous arc. However the rest: Capone, Apoo, Drake, Urouge, and Bonney, will appear.
Whereas the marines would usually prevent such a meeting from taking place, Akainu will use this to his advantage, sending drake to spy on the event in order to learn off and counter the pirates' schemes.
I also think Oda could use this as an opportunity to introduce legendary members of the Rocks pirates, as well as impel down level 6 prisoners we haven't seen before. Germa could also be invited.
The main purpose of this arc would be to 1) set up elbaf, and 2) to lead the story to its finale. On the latter part, one piece is a massive story with a huge amount of characters. With the story entering its final stage, the individual stories of all these different characters will inevitably converge as the fight for once piece heats up. The pirates' reverie will facilitate this by bringing most major players on the pirates' side in one spot.
In regards to elbaf, I think the purpose of Teach's proposed alliance will be too invade elbaf, defeat the giant monarchy, and steal the 4th road poneglyph, which Teach suspects to have been given to the giant king by Whitebeard. Elbaf was stated to be the world's strongest country, the fact that neither the yonko nor the WG have taken it is proof of how insanely strong elbaf must be. Therefore it wouldn't be absurd for Teach to need allies in order to win this war.
I think this would be an insanely hype premise for an arc, and would fit well with the story Oda is trying to tell.
