S: Luffy, Blackbeard, Fujitora, Ryokugyu, Big Mom, Oden, Old Legends
A+: Zoro, Beckman, probably Sabo, etc.
A: Lucci, King, Marco, Kat, Sanji, Doffy, Croc, etc.

Luffy & Teach are probably / possibly in SS but whatever
