I don't think any of the gorosei will fight Luffy (he'll go straight to Imu), they don't need to be stronger than your generic top tier, I honestly don't see Luffy having 5 allies a tier above the strongest admirals and emperors considering we're already in the final saga and none of them are even proper top tiers yet.
Say what you want about Oda, but he actually stayed consistent when it comes to the power ceiling of the series.
