Why would Roger want to take it if:

1) He was dying.

2) He planned on using it as an stimulus for the Great Piracy Era.

3) He actually left his treasure there on top of Joy Boy's.

Roger never intended to take it the moment he found the lost history. The treasure served a greater purpose.
