While Luffy's biggest rivals in the pirate world are currently the other 3 yonko, I believe that in Elbaf, Oda will greatly restructure the balance of powers.
Luffy will surpass the other 3 yonkos and become the inheritor of Roger's throne. The remaining 3 yonko crews will either be destroyed or will disband. However I think a new crew will emerge, one that will be known in history as the only crew comparable to the SHP.
Going into Elbaf, there are 3 supernova captains who have had their flagship destroyed by the yonko:
Capone= wealth; he is a gangster like Crocodile
Kid and Law = fame; they have 3 billion berry bounties, will likely be the dual captains of the crew(similar to the giant pirates)
Loki = power; Loki is prince of the giants and the giants have shown themselves to be an immensely powerful race
I think the team up will go something like this:
Ultimately, while neither Kid nor Law fill the same role for Luffy that WB did to Roger, at least not individually. I think together, they would easily have the ability to create a crew that is nearly PK level, of course with the help of Capone and Loki. While this crew won't find the one piece and create any pirate kings, it will be a massive thorn in the side of the WG in the final war. There is a high chance Kid and Law will fight Gorosei, the giants would help even the odds against any advanced tech the WG has, and Capone will surely be important due to his DF being able to sneak an entire army.
