Leaving aside Perona and Reiju, which were already mentioned;

Alvida, Miss Doublefinger, Kalifa, Smoothie, Bonney, Carrot, Ulti, Monet, Ice Witch, and the Tontatta girls, all have faces significantly different from Nami and Robin.

My guess is that female characters end up without an original design, looking like Nami or Robin, when Oda doesn't care much about them because they are not very relevant.
How on earth is Carrot more relevant than someone like Vivi? :okay:

Vivi was originally designed as just Miss Wednesday, and it's arguable that Oda only decided to turn her into a more relevant character afterwards. And she was just relevant in Alabasta anyway. Now she's just like Rebecca and Shirahoshi.

Carrot has appeared a lot since Zou arc, she was the first mink in the series to turn into Sulong, and she still has the chance of getting more important scenes, since she's still moving with the main characters.

There's also the fact that Oda designed Carrot when he was a lot more skilled to draw characters, and Carrot intrinsically had to have a more different appearance because she's a bunny girl, and not a human being; Carrot couldn't look like Nami or Robin while still being a bunny girl.

So whether or not Carrot is relevant doesn't matter in her case. What is undeniably true is that Oda gave a lot more thought to design her than to design Vivi.

It wasn't until she was revealed as Vivi that she began to look like Nami.

But I wouldn't really say that Rebecca and Shirahoshi are as relevant as Vivi. Vivi clearly has a lot of major plotlines being set up for her after the Reverie. That's not the case with Shirahoshi and definitely not the case with Rebecca. Vivi's clearly going to play an important role in the upcoming arcs alongside Sabo, and while I could see Shirahoshi being important in the final war since she is Poseidon, I really don't think Rebecca's going to be important again. Carrot's in a similar situation to Rebecca imo. She's been pushed so far to the side that I can't really see her being as important as she was in WCI again.

But yeah Oda did give more thought to Carrot's design than he did with Vivi. That I agree on
