The only great marine that have be shown in one piece is garp, don't get me wrong the og three can be has strong has prime garp, but they have not done anything that can make them be remembered if they retire, they are just replaceable soldiers.
In the case of the pirates they are about 4 great pirate I don't mean the yonkos, but roger (the pirate king), rox, whitebeard (the wsm), luffy (the future pk)
