Because it’s pretty anticlimactic if this uber powerful DF is just chilling on some random island. I guess it’s possible that the Red Hair bloodline is important because they have the genetics to awaken the Hellfire Serpent fruit or whatever, and Imu was just waiting to find a proper host for the fruit. Pretty crazy though that Loki and Shamrock are still below Akagami despite having these fruits though
I think it just speaks to the CD´s wealth/decadence. They already have everything they could want(except like ancient weapon stuff, they only have 1) so even something really rare like mythical zoans, they don´t really have much of a use for. Imu and the Gorosei already have powers, and the Gorosei honestly don´t seem like the type who would really want to get a super hax fruit. Think of how OP/cool a villian with just the cerberus fruit would be, but for someone like Shamrock, he has so much resources that he can afford to feed it to his sword. Shamrock is the strongest young CD probably, so they would just give it to him.
Also helps if Shamrock is also a child of destiny from the governments perspective, though that isn´t confirmed yet. But I wouldnt be shocked if there was some ancient prophecy about Shanks and Shamrock.

Oda did kinda set up a rivalry between Loki and Shamrock.
Shamrock even has a Mythical Zoan weapon like Loki does (though Shamrock’s is Awakened while Loki’s isn’t)
So yeah, maybe Shamrock does also have a Loki tier DF. Assuming he has a fruit, it should obviously be even more powerful than his sword’s fruit, meaning that his fruit would also have to be a Mythical Zoan since those are the most powerful class of DF (sorry Logia bros)

The God fruits, such as Loki, Imu, and Luffy's, and likely the other gods and this serpent, are surely above everything else, including the strongest logia. For obvious reasons.
Logia, though, are still the strongest category in general, even compared to the "normal" mythicals, which are not even a category on their own like Logias but a sub-category. Onimaru or katarina or Stronger's fruits are not better than any Logia, for example. Not even the weakest.
On the other hand, one logia power was straight up said to be invincible and it's not like I am even theorising: Logia are actually said to be the strongest multiple times.

I forgot I made the theory of the Gods are not just a person. Just realized this chapter confirms that theory, but not all for me. I said God was a person who has no ties to the epithet of a certain God working together with someone who has the ties. Like the Sun God Nika who has no power related to the Sun working with Sabo who has it. Of course in a different way. Loki doesn't look like he has the power of the Sun work together with Luffy who is being called Sun God Nika to have it as Jarul said this event is called 'Sun God descends'. So a God is most likely a duo or group of people, not just one. I think Davy Jones and Imu used to work together at some point and have been one of those 3 other Gods. Maybe Davy Jones or Imu hold one of the God fruit.
This left other 2 Gods which are unknown. Yea I agree there could be another 2 God fruits somewhere because I believe God have to be brought down by the other God. I think the Lunarian worshipped someone who ate one of the serpent God fruit. I believe Kaido's fruit might be one of the God, but the chapter makes Azure Dragon looks like the size of a worm. So maybe the Red Line.
Last one, honestly I have no idea. Maybe Shanks or Blackbeard have one. My idea isn't well thought out, you can take it as you like.
