You are right regarding Buggy - Mihawk. But regarding CG as an absolute joke I think you are very wrong.

As Oda is building up a World War with the best of the best a lot of top 50-150 characters need a crew. Law, Kidd, Killer, Apoo, Moriah, Doflamingo, Weevil, Hanafuda, Lucci, Kaku, King, Queen, Hancock and so on can all make a comeback on CG as contractors. That's the greatest thing about CG, everyone of a certain level and above knows that Buggy is a joke. But like Mihawk and Crocodile showed new recruits can gain protection and reputation by "joining" and by doing so CG at the same time win added notoriety. And if enough join then CG becomes an Expendables force, a Shichibukai crew. That's formidable.

Each character fights the one right below them or right above them. I am sure that's how the major fight match-ups will go.
