I think this created a situation where for you to really gain the title you would need to actually defeat a bunch of these guys.

In the present Age there is only Mihawk and Shanks. Shanks without an arm seems washed as a swordsman. Fuji is a decent one too his shtick is mainly raining down extra planetary objects on people. I think it was extremely easy for Mihawk to gain this title since there was a vacuum of power. And it's not just Mihawk, even for WB.

To put it into perspective, after God valley and then later after Roger died, WB was basically the only Old Gen guy left behind. Kaido was still growing, and Big Mo,m while formidable, will always be placed slightly below her male contemporaries. Shiki and Ray then faded away from pirate life and that just left only Shanks and Mihawk (Oden was twerking in Wano) as the only youngish, strong swordsmen. It was only a matter of time till on of them got crowned as the best.

Maybe but Shanks is no joke tbh.
He's literally a copy of Roger & Xebec.
Kaido rates him on par with those two and there's no difference between those legends and Shanks, except an arm.

Not to forget, Mihawk was fighting him when he had two arms... essentially not "washed" as you say.

Moreover, we have characters like Shamrock, Garling, Venus, Fujitora, Shiryu who all fall under the title.

There are so few top tier swordsmen of this era because Wihawk already crushed them, they're either dead or retired in shame. Lhanks spared himself from this fate by purposefully feeding his arm to a seaking, thereby no longer being worthy of being challenged by Wihawk.

It's a fact we don't know which entity decides to label a person as the world's strongest. The only assumption is the world government, because who are the judges and the previous WSS?
Also why wasn't BB crown the new WSM after gaining whitebeard fruit and being the only person known with two devil fruits.

The issue with that is current blackbeard. He doesnt have the WSM title.

If that was the Case, there would be many other Titles based on different Combat Styles & different Categories,

WSS = Swordsman who Re-Defined Peak Swordsmanship,
Meaning He done something that was never ever heard of or witnessed or found in Recorded History,
It's not Strong Blade, not Gentle Blade, not Taming Supreme Blade, not Forging Black Blade, not DF Coating, and not CoA or CoC Coating,
For now, it's a Complete Mystery,

Everyone had no choice but to declare Mihawk as WSS,
And He doesn't need to Fight or Defeat anyone actually, because simply, if you Disagree with Mihawk's Title, you're Free to go prove everyone wrong & claim it, but No One was able to, nor did They object to Mihawk holding such Throne,

No the reason none of them has the WSS title is because they never proved it.

mihawk personally went around the world to prove he is WSS.

none of these pirates did that that. Hence why the WSS title didn’t exist back then
