No, this isn’t even a post timeskip thing at all.
Fishman Island, WCI, and Wano act 1 all had fantastic artwork. All of which come from post timeskip.
This is kind of an Onigashima problem. Onigashima does have some fantastic art work but yes the art lately has been a bit lacking.
Also, it’s a bit unfair that you’re comparing these 2 panels. Should’ve just waited until the volume came out.
There are a good amount of panels from Onigashima that could compare to the panel you just showed lol.

That's all because of the endless amount of fodder and useless crap that Oda squeezes into his chapters. We very rarely get panels or pages of just one scene. Now its all showing different scenes in one page.
Those super cool perspective shots we see of Zoro and Lucci have been replaced in favour of overcrowded shots like the Scarabs vs Kaido, but also endless minks followed behind, when a clean 9 scarabs vs Kaido panel would have been much cooler.
Having said that, Oda on rare occasions have been able to add a cool page here and there, but they are mostly just background and scene shots. The first time the alliance arrives on Onigashima at the entrance of Kaido's castle was cool.
