To be fair Law’s abilities could pretty much all be countered with basic haki (strong basic haki, but still)
And even leaving that aside his ability is still incredibly strong in practice. The same applies to Ratatoskr but with less hax in favor of seemingly more potent hax
Imu seems to be significantly stronger than every other character alive and he wasn’t able to break the ice. If the ice isn’t a “true freeze” and it has a limit then it’s limit is much much higher than most characters can hope to surpass
That alone makes it broken

No one knew anything about breaking his effects before Wano, though. And I don't think some caught on before Law himself did it against Doc Q. I just mean that these things all look broken when someone doesn't know how to deal with it.
Yeah, Imu would probably be the one most likely to know the counter and still didn't manage to free Gunko. But if it's really a power he can't counter then he'd have been frozen already.

Luffy was and always has been totally immune to lightnings. Thorheim actually do damage if It can hit you, which Is completely impossible on Luffy. He can get burn or whatever by any lightining, as always.

Imu's haki is indeed >>> Shanks but Imu has not been focusing on getting Gunko out. Even this ch he hasnt directly targeted her
It's also possible its an internal vs external thing like Kuzan's ice. If you try to unthaw somebody frozen by force then theyll possibly break but if somebody does it from the inside thru haki theyre fine
