Admiral joining his crew boosted him to 4bil and that's from 2bil, when it's harder to increase bounties.
Mihawk + Crocodile + Cross guild marine bounties+ Shanks' connection = Buggy 3 bil
ex-Admiral joining = Blackbeard 4 bil
