It's just a Master Swordsmen Thing, They don't use a Finisher Move unless triggered or needed.
Hyouzou tried to Attack from behind (Oni Giri)
Monet was gonna Kill Tashigi (Dai Shinkan)
Pica was gonna Attack Robin's Team (Pound Ho)
Pica was gonna Attack Usopp's Team (Sanzen Sekai)
Hawkins was Endangering O-Tsuru (Ni-Giri)
Onimaru intervened in Kamazo Fight (Oni Giri)
Zoro saw Kiku's Severed Arm when chasing Apoo (Shishi Sonson)
King's Lunarian Invincibility + Fighting with a Time Limit against him (Multiple Techniques)
Sanji's Comment against Lucci (Madara Gari)
Venus Endangering Sunny Team (Rashomon)
It's made clear over & over again that Zoro won't use a Finishing Move unless He got Angry or was Protecting others.
But some Haters if not all, will just ignore that & keep saying that Zoro is Struggling with Apoo & Pica & Kamazo & Lucci ... etc
Only One who made Zoro decide to be Serious in trying to Defeat was Kaidou, cuz that's the Quality of Fighters Zoro is looking for.
But anything less than that, it's gonna be Stall Piece always, even if the Opponent was far weaker

On FMI he no diffed the frog guy who was on the same drug as Hody and who was explicitly stated not to be his subordinate but a freelancer
On PH he wasn't allowed to be anywhere near Ceasar or Vergo (I wonder why...)
On DR, Oda used an admiral to keep Zoro away from Doffy.
Later Zoro was stalled for 20 chapters with the fodder Pica and his hide and seek game. The moment the plot needed it, Zoro destroyed him low diff
On Wano the bro showed superiority towards Hawkins, Apoo, Drake, Law (by extension since he extreme diffed Hawkins)
On Egghead he wasn't allowed anywhere near the VAs. Lucci who is the closest one to Kizaru on the island was used instead to keep him away from the main happenings on the island. The reason is clear.
With zoro at the main scene we wouldn't have had
- 25 staring competition chapters
- VP getting brutally mutiliated in front of everyone
- Saturn bullshitting endlessly and keeping Bonney hostage
