I read Hajime no Ippo (source of my profile pic). It's unbearably slow, the pacing sucks. Sometimes the story just veers off into gag chapters, and you have to deal with it for months, and some of the chapters are 7-10 pages.
I don't understand your definition of competence. Are you saying in order to be a better story teller you need to be able to do it in less time than another guy? A good story isn't dictated by length.

One piece can be compressed to two pages, that just wount be One piece. Length ist it real problem, and Oda is INSANELY competent as a writer, to maintain this level of quality THIS long, just amazing.
With all the characters and events, it’s just that Oda doesn’t know how to organize his thoughts making chapter sequences so haphazardly spread in a disorderly manner
Yes there is. In One Piece, that's how it works and that's why its One Piece. You can make other type of stories with similar outlines and some of the characters, but it won't be the same. You will only get an mear adaptation. One Piece is powerful in the details and this can be fully created because of the lenght.
Those details need space and time to be developped.

the 10 minutes wait isn’t necessary, Oda could just make it so that everyone has their transponder snails already set, or that Vegapunk doesn’t actually care about them setting up the snails because even if everyone didn’t hear the broadcast, the ones that did will just tell the rest of those who weren’t close when it happened. As if 10 minutes are gonna change anything lol. Like shanks in the middle of the sea wouldn’t be able to go to a nearby island and set up the snail .

And I’m sure there will be no major lore drops, Vegapunk will explain the scientific reason as to why the world will sink but wouldn’t outright say or even allude to the fact that the government are the ones responsible for it. Some smart characters like Shanks and Dragon will conclude that he means the government but the world at large will remain to believe that Luffy really did kill Vegapunk and will be made the villain. Strengthening the support around the WG, just to raise the stakes against the heroes
Without it, the deliver of the information would not be as impactfull and there would be a lot more offscreening and I'm sorry, but I want to see the weaker strawhats face a gorosai.
Depends on what you mean by competent. Do you really think there are many authors that can do what Oda has done and not only that but do it better?
I think in hindsight there is ways to take the fluff out of an arc like Dressrosa or Egghead easily enough without sacrificing anything important which includes build up. But that's once you have the whole story out already and can work with it.
Writing and drawing a 2 year story(Dressrosa for example) weekly and releasing it as you go with very specific deadlines is much different than releasing a story after its completely finished. (In an ideal world that would be the One Piece anime.)
Just the need to have chapters end a certain way forces a lot of unnecessary fluff within a chapter. Do the same for however many chapters there are in an arc and that factor alone adds up to a lot of unnecessary shit.
I will say that imo the fighting aspect is a big part of what messes up his storytelling. For example - needing Luffy to finish his fight last and adding a lot of unnecessary stuff to make that happen ruins the pacing a lot. That's probably were his story telling is weakest. He doesn't really know how to do it organically but forces it anyway.
Imo Zou was paced well enough mainly due to a lack of fight setups.
This is true, Oda himself has said he ends up extending arcs because he just keeps coming up with shit. As seen by DR not everything added last minute is good
