If the final saga starts with this post-Onigashima war thing with Greenbull, depending on the other SH's bounties and what happens with Usopp in Elbad(especially if only his bounty changes after the arc to 1 bil) I can see Luffy's 3 commanders being;

Incorrect and while I agree with Luffy being stronger than Shanks, we could well be wrong on that one, Zoro, Sanji and Usopp are weaker than Shank's top commanders respectively. And there is a narrative purpose for that, one being their confrontation against BB pirates because I think Shiryu will be near the level of his captain with CoC infusion and master swordsmanship with OD CoO and CoA, especially if he has a unique CoO skill that allows him to conceal his presence and use it in conjunction with the invisibility fruit so in terms of pure skill and strength he's on the same level as Zoro who has mastered Enma through increasing his haki reserves and learned Ryou and also can consciously use CoC infusion. Sanji's opponent will be stronger than YC1 like Katakuri and King and Van Augur will be stronger than all the other YC2's

The WG KNOWS Luffy defeated Crocodile, Moria, Doflamingo, etc. They're aware that many key figures of royalty and authority owe debts to the Straw Hats.
To the public, the Straw Hats only have Fishman Island as their territory. To the WG, Alabasta and Dressrosa may also be considered SH territory. And, what about Wano?
To me, the WG wasn't scared of the Samurai. They are scared of Pluton. If the WG knows Pluton is in Wano, and believe that Luffy has direct/indirect control over Wano as a country, this completely explains him being considered a Yonkou (on top of lava-shotting Kaido). Maybe I should make a thread about this during the break...
